Sex Offender Goes Missing, Removes Tracking Device

Texas Department of Safety investigators have been searching for a registered sex offender who they say left a halfway house and cut off his 24-hour tracking device.
Authorities issued an arrest warrant for him. Failing to comply with civil commitment requirements is a third-degree felony.
The 6-foot-3, 250-pound Gibson has a criminal history that includes aggravated sexual assault, aggravated robbery, unlawful carrying of a weapon and compelling prostitution by force or threat.

The Texas Department of Public Safety has issued the following news release:
DPS investigators are looking for a registered sex offender who escaped from a Dallas halfway house shortly after midnight Saturday morning and then cut off the 24-hour tracking device that he is required by law to wear.
Billy Twayne Gibson, a civilly committed sex offender, absconded from the Wayback Halfway House at 899 North Stemmons Freeway in Dallas.
Authorities have issued an arrest warrant against Gibson for failure to comply with civil commitment requirements, which is a third degree felony. He should be considered armed and dangerous.
Gibson has an extensive criminal history involving aggravated sexual assault, aggravated robbery, unlawfully carrying a weapon and compelling prostitution by force or threat.
In the past, Gibson has also gone by these aliases: Billy Bruton, Billy Gibson, Tuloo Gibson, Joseph Mohan and Tulu.

Alternative sentencing is also helping Dallas County’s bottom line. Since its inception Sept. 1, it has saved the county $366,016. And officials expect that figure to reach $400,000 by the initiative’s first anniversary in two weeks.
That’s double the $200,000 budgeted by county commissioners last year to launch the program, which they approved after observing a similar program in Brazos County.
Designed to replace the old work-release program that allowed offenders to work during the day and then return to jail on nights and weekends, alternative sentencing is used for criminals with offenses ranging from misdemeanors such as hot-check writing, low-level theft and DWIs to state jail felonies that have been reduced to misdemeanors.
Recently, the program also began monitoring some pre-trial bond cases, including Baker’s prostitution charge, which is still pending.

Dallas, Texas – A new program in Dallas gives prostitutes a chance at rehabilitation in place of a criminal sentence or in conjunction with one. As reported by the Dallas Morning News, The Prostitution Diversion Initiative provides women who are faced with charges related to prostitution options for turning their lives around, treating them as victims as opposed to criminals.
Mary Mathieu, who successfully completed a comprehensive rehabilitation program, is quoted in the report as stating of the opportunity afforded to her, “I was on drugs, my life was down, was going to waste, I wasn’t on my medication… The court came in my life and helped me out. I got my strength and my energy back, and I feel better, I look good.”

The company missed again, reporting earnings below consensus and its own estimates. More importantly, the company has pulled its guidance for the balance of this year and next. It is another example of management overpromising and underdelivering – not a good combination for garnishing Wall Street’s embraces.
Rick’s Cabaret is not your stereotype sleazy, dimly lit, poorly decorated stripper bar. RICK operates a chain of 21 upscale clubs in major cities, like New York, Miami, Las Vegas, and Dallas.
Revenues for the quarter came in at $19.9 million, a decline of about 11% below last year, and were led by a 17% decline in same store sales. Anticipated FY10 revenues should be close to $81 million, a bit below management’s January forecast of $84 million. The big difference is in 2011 current street consensus of flat revenues versus management’s previous belief of 20% growth. The large decline in same store sales is a bothersome trend that needs to be watched closely.
